The Mercator Fund is a project within the framework of the Network of European Foundations (NEF). It is best known for its annual Raymond Georis Prize for Innovative Philanthropy[1] and for its The International Council on Security and Development project which focuses on security and development, public security and public health issues.[2] Norine MacDonald serves as Managing Director of the fund.

The Raymond Georis Prize for Innovative Philanthropy was established by The Mercator Fund to reward an individual, organisation, foundation or project which has conceived and implemented an outstanding and innovative philanthropic programme in Europe. In 2010 the Prize was awarded to Mo Ibrahim, founder of the Mo Ibrahim Foundation in recognition of the innovative initiative he has developed in his work at the Mo Ibrahim Foundation, a project that aims to change the landscape of governance in Africa: The Ibrahim Index - which enables comparison, standard bearing and target-setting for improvements in governance and an annual prize for an African political leader who has made the largest contribution to good governance in his/her country that year. The Prize was presented at the 21st Annual General Assembly of the European Foundation Centre that took place in Brussels during the first ever "Foundation Week".
The Centre of Excellence on Public Security (CEPS) is a think tank based in Rio de Janeiro in Brazil which studies aspects of public security, advocating multi-dimensional responses to Public Security issues. The CEPS works to bring together policy makers, operational law enforcement officers and independent experts, for dialogues towards generating innovative solutions to complex Public Security issues.

The International Council on Security and Development is a security and development think tank that is trying to promote innovative policies based on research in conflict zones such as Afghanistan, Iraq and Somalia. Norine MacDonald is the president and founder of The International Council on Security and Development.
